2 <br /> The Town of Hillsborough and Orange County are proposing changes to further implement the <br /> Hillsborough-Orange County Strategic Growth Plan. The proposed changes will: <br /> • Create a category of"Hillsborough Long-Term Interest Area" <br /> • Change approximately 12,869 acres from Hillsborough Primary Service Area to <br /> Hillsborough Long-Term Interest Area (i.e., remove acreage from potential water and <br /> sewer service areas) <br /> • Change approximately 240 acres from Orange County Long-Term Interest Area to <br /> Hillsborough Primary Service Area (i.e., add acreage to potential water and sewer <br /> service areas) <br /> Attachment 2 contains the proposed amendments to the Agreement's text and map (Appendix <br /> A of the Agreement). The maps in Attachment 3 depict the proposed changes at a more easily <br /> readable scale. <br /> Staff of all signatory parties met in January 2010 to discuss the proposed changes and the <br /> process of bringing them forward in an organized fashion since amendments to the WASMPBA <br /> require the approval of all agreement signatories. Staff proposed the March Assembly of <br /> Governments (AOG) meeting to present the specific changes to all signatory parties, inviting <br /> OWASA officials as well, since it is a scheduled meeting attended by the local governments. <br /> After the initial AOG "introductory meeting," each elected body and the OWASA Board will be <br /> asked to approve the proposed amendments at a regularly scheduled meeting of each <br /> Council/Board. Attachment 4 is a suggested schedule for presenting the amendments to all <br /> governing boards for approval consideration. <br /> FINANCIAL IMPACT: Work required to achieve the amendments to the Water and Sewer <br /> Management, Planning, and Boundary Agreement can be completed by existing staff. <br /> RECOMMENDATION(S): The Managers recommend the Boards: <br /> 1) Discuss the proposed changes as needed; and <br /> 2) Authorize staff to proceed with amendments to the Water and Sewer Management, <br /> Planning, and Boundary Agreement if consensus exists among elected officials, using <br /> the process detailed in Attachment 4. <br />
