When water and sewer service prevision is required <br /> to address an adverse public health condition, or to <br /> provide service to an essential public -facility,the <br /> designated provider for the sorvice area or interest <br /> area shall have the right of first refusal to provide such <br /> service. <br /> 2; Within the service areas and interest areas, the water and <br /> sewer provider will agree to provide service, as defined <br /> in tWs agreement, as system,capacity, financial resources, <br /> and other reasonable utility considerations allow, and as <br /> provided in this agreement. <br /> s <br />
