Ayes, 4; No, 1 (Chair Jacobs) <br />gg:, Schools Adeauate Public Facilities Ordinance (SAPFOI -Approval of <br />Annua12008 Report <br />The Board considered approving the 2008 SAPFOTAC Report related to various <br />aspects of Orange County Schools (OCS) and Chapel Hill-Carrboro City Schools (CHCCS), as <br />outlined in the draft Annual Report of the SAPFO Technical Advisory Committee and the <br />incorporated forms. <br />Commissioner Gordon said that the Orange High School capacity numbers - 2,518 <br />versus the 2,.533 do not match. She suggested fixing this before the report is carried forward. <br />A motion was made by'Commissioner Gordon, seconded by Commissioner Foushee to <br />approve the 2008 SAPFOTAC Annual Report, with changes, as specified in the report <br />certification summary table herein. <br />VOTE: UNANIMOUS <br />mm. Fiscal Year 2007-08 Budget Amendment #11 <br />The Board considered approving budget, grant, and capital project ordinance <br />amendments for fiscal year 2007-08. <br />Commissioner Gordon said that the Office Building and Library is $17.9 million.. She <br />asked if this was the same amount that was discussed or if, there has been a variation. Donna <br />Coffey said that the numbers have not changed and the Board has already approved the <br />amount. <br />A motion was made by Commissioner Carey, seconded by Commissioner Foushee to <br />approve budget, grant, and capital project ordinance amendments for fiscal year 2007-08 for <br />Criminal Justice Partnership Program, Chapel Hill-Carrboro City Schools, Elementary #11, <br />Animal Services Facility Construction, The Office Building and Library, Homestead Community <br />Center, Central/Northern Orange Senior Center, Governing and Management, Public Safety, <br />Medicaid Relief/Sales Tax Swap, Arts Commission, Department on Aging, and 2001 Affordable <br />Housing Bonds. <br />VOTE: UNANIMOUS <br />5. Public Hearings <br />THIS WILL NEED TO BE DONE VERBATIM <br />a. Review of Class A Special Use Permit Proposing the Development of a <br />Private School <br />The Board considered reviewing a Class A Special Use Permit application proposing the <br />development of a Private Montessori Farm School at 711 Terry Road in accordance with the <br />provisions of Article Eight (8) Special Uses and Section 8.8.30 Elementary, Middle, and <br />Secondary of the Orange County zoning Ordinance. <br />Michael Harvey: I'm from the Orange County Planning Department. I would like to go . <br />over the abstract, including some of the attachments. <br />Geof Gledhill: Before Mr. Harvey continues, I suggest you swear in witnesses since <br />this is a Special Use Permit public hearing. The Clerk should swear in witnesses, including Mr. <br />Harvey. <br />The Clerk swore in all of the speakers as a group. <br />
