5 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> DECEMBER 9, 1980 <br /> The Orange County Board of Commissioners met in special session on <br /> Tuesday, December 9, 1980, at 7:30 P.M. in the Commissioner's Room, Orange <br /> County Courthouse, in Hillsborough, North Carolina. The purpose of the meeting <br /> was a work session with the Planning Staff on the Proposed Zoning Ordinance <br /> and Land Use Plan. <br /> Commissioners present: Commissioner Anne Barnes, Chair, and Commissioners <br /> Norman Gustaveson, Norman Walker, Richard Whitted and Don Wilihoit. <br /> Planning staff present: Jim Polatty and Rick Cannity. <br /> Chair Barnes called the meeting to order and reviewed the background <br /> work on the Proposed Zoning Ordinance and Land Use Plan. Chair Barnes <br /> stated the Planning Staff and Planning Board had held work sessions and <br /> public hearing. She outlined the proceedings for this session. <br /> Mr. Jim Polatty made the Planning Staff presentation regarding the <br /> relationship between the Proposed Zoning Ordinance and the Land Use Plan <br /> and outlined the steps which would need to be followed if this Zoning <br /> Ordinance is adopted (see page of this book for a copy of the "Pro- <br /> posed Application of Orange County Zoning Ordinance). In response to a <br /> query from Commissioner Walker, Mr. Polatty stated that the Planning Staff <br /> had considered pre-existing uses and identified land use nodes in Townships <br /> (specifying Chapel Hill and Eno Townships) and these were already zoned; the <br /> Planning Staff had made no major changes. <br /> Commissioner Walker voiced concern that the Land Use Plan identified <br /> areas that should really be zoned differently, Mr. Polatty responded that <br /> all the Staff had done was identity existing trends in those areas. <br /> Mr. Polatty and Mr. Cannity then proceeded to consider the Proposed <br /> Zoning Ordinance by Article and explain the changes which the Staff rec- <br /> ommended as the result of the public hearing on November 24, 1980.
