2. Relevant Public Policies <br />The Plan shall include analysis of current public policies that have an impact on the subject <br />matter covered. This includes any relevant local, state or federal policies. This shall be broken <br />down into two large sub-categories, as follows. The first is to include any long-range plans, <br />including area Comprehensive Plans, and the second is to include policies aimed at specific <br />geographic areas or populations. <br />3. Housing Plan <br />The Plan shall include all housing elements required by HUD guidelines, including the <br />following. Wherever data on needs and conditions is presented, the information should be <br />tabulated for the Consortium as a whole and for each member jurisdiction of the Consortium as <br />the information is available: <br />a. Affordable Housing Needs <br />b. Homeless Needs <br />c. Special Populations Needs <br />d. Housing Market Summary <br />e. Public and Assisted Housing Analysis <br />f. Barriers and Incentives Analysis <br />g. Housing Delivery Systems <br />h. Housing Priorities and Strategies <br />4. Community Development Plan <br />The Plan shall include aNon-Housing Community Development Plan for the Town of Chapel <br />Hill. This element will include, at a minimum, the following elements: <br />a. Economic Development <br />b. Public Services <br />c. Public Facilities <br />The Consultant will work directly with Town of Chapel Hill Planning Department Staff to <br />develop this plan. <br />S. Public Involvement Plan/Comments <br />The Consultant will be responsible for advising and coordinating with all member jurisdictions <br />of the Consortium to ensure that the public involvement process for plan development is an <br />inclusive one that meets the letter and spirit of HUD requirements. The public involvement <br />process should include focus groups with program beneficiaries, non-profit organization <br />partners, and the general public. The County and member jurisdictions will be responsible for <br />public notices and providing logistical support for the public involvement process. The <br />Consultant, as primary editor, will be responsible for assembling comments taken and <br />coordinating them with the other parts of the document. At the discretion of the County, the <br />Consultant may be responsible for preparation for and participation in public meetings. <br />
