REQUEST FOR PROPOSALS <br />Preparation of 2010-2015 Consolidated Plan for the <br />Orange County HOME Consortium including the Towns of Carrboro, Chapel Hill and <br />Hillsborough, North Carolina <br />1. General Information <br />a. Purpose & Scope <br />The Orange County Housing & Community Development Department (County) seeks proposals <br />from persons or firms (Consultant) that can develop the 2010-2015 Consolidated Plan (the Plan) <br />for countywide HOME Consortium and the Community Development Block Grant (CDBG) <br />entitlement community of Chapel Hill. The Plan will provide information for the Consortium <br />area as a whole as well as for each constituent part as required. Orange County is the lead entity <br />for the HOME Consortium and will administer this Agreement for Services. The specific <br />deliverables for each section are detailed below. <br />The proposal is due on or before 5:00 PM on Thursday, December 31, 2009. The Consolidated <br />Plan shall be completed in draft form by March 26, 2010 and completed in final form by April <br />30, 2010. <br />b. Method of Submitting Questions <br />Questions concerning this Request for Proposals may be submitted in writing or via email at the <br />addresses listed above. The County must receive questions not later than Wednesday, December <br />23, 2009. <br />c~ Submittal Deadlines <br />Proposals must be received by the County at the address listed in section lb above not later than <br />SPM on Thursday, December 31, 2009. This is an in-hand deadline -the County is not <br />responsible for proposals not delivered for any reason. No late proposals will be considered. <br />e. Selection Process <br />The County will assemble a team to review each of the proposals. All proposals will be <br />screened, and one or more applicants may be interviewed in person or by phone conference call. <br />
