ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 16, 2010 <br />Action Agenda <br />Item No. (pr(a <br />SUBJECT: North Carolina Community Transportation Program (CTP) Administrative and <br />Capital Grant Application for FY 2010/2011 <br />DEPARTMENT: AginglTransportation PUBLIC HEARING: (YIN) Yes <br />ATTACHMENT(S): <br />Public Hearing Notice <br />Community Transportation Program <br />Resolution, Certifications and Assurances <br />Proposed Administrative/Capital Budget <br />Summary <br />INFORMATION CONTACT: <br />Jerry Passmore, Aging Director, 245-2020 <br />AI Terry, Transportation Supervisor, <br />245-2008 <br />Kathie Kearns, Programs Administrator, <br />968-2076 <br />PURPOSE: To conduct an annual public hearing on the North Carolina Community <br />Transportation Program (CTP) grant application by Orange Public Transportation for FY 2010- <br />2011, and approve the grant application that includes adopting a resolution authorizing the <br />applicant to enter into an agreement with North Carolina Department of Transportation, and <br />authorize the County Attorney to complete the necessary certifications and assurances. <br />BACKGROUND: Each year, North Carolina Department of Transportation (NCDOT), Public <br />Transportation Division accepts requests for administrative and capital needs for County <br />operated community transportation programs. Orange Public Transportation (OPT) is eligible to <br />make application for both administrative and capital funding. The current year FY 2009-2010 <br />approved application includes $184,620 in administrative funding and $184,000 in capital <br />funding. <br />The total CTP funding request for FY 2010-2011 is $395,025 which includes $185,525 for <br />administration and $209,500 for capital items. The capital request is to replace two existing <br />buses that have met the NCDOT replacement criteria. The new vehicles consist of one 25' and <br />one 28' light transit buses with wheelchair lift. These vehicles are being ordered with bio-diesel <br />engines and larger passenger capacities. Under the State contract, bio-diesel has been the <br />only alternative fuel offered in the past. However, CNG vehicles may become available in the <br />future. Fareboxes are also ordered to collect both fees as well as donations from riders. The <br />current 18-vehicle fleet has 14 that have already met the NCDOT replacement criteria (with high <br />maintenance costs) and would be eligible if state/federal funds were available. The two <br />replaced vehicles will be sold and funds from the sale could provide the local 10% match for the <br />new NCDOT vehicles. <br />
