Marotto, Animal Shelter <br />PO Box 8181 Director 1081 Martin Luther King Jr. Blvd <br />304 Revere Rd Chapel 11"ill, NC 27514 <br />Hillsborough, NC 27278 (919) 967 -7383 <br />(919) 245 -2075 <br />Animal Services Tethering Committee Meeting <br />Wednesday April 2nd, 2008 6:30 p.m.-8.00 p.m. <br />Unapproved Meeting Summary <br />Location: Conference Room, Economic Development Building, 110 East King Street, Hillsborough <br />OCTC Members and Staff Present: Jean Connerat Austin, Kristine Bergstrand, Suzanne Roy, Animal <br />Services Director Robert Marotto, and Office Assistant Lisa Smith <br />OCTC Members Absent: Mary Dow, Commissioner Mike Nelson, and Kelly Stowd <br />Agenda Review: The proposed agenda for this meeting was reviewed and accepted <br />Discussion: Staff organized this meeting at the request of the Animal Services Advisory Board (ASAB). <br />At the last ASAB meeting on March 190', 2008 the ASAB decided that the Tethering Committee should <br />reconvene to consider whether the proposed restriction of tethering should be limited to three hours <br />within a twenty- four -hour period or three consecutive hours within a twenty- four -hour period. <br />Committee members discussed the difference between these definitions from the standpoint of animal <br />husbandry and care, and from the standpoint of enforceability. The committee members who were <br />present decided that the language for the proposed ordinance amendment should be, "not more than a <br />total of three hours in a twenty- four -hour period." <br />As only three members of the committee were present it was decided that the language should be ratified <br />by email so that there was a record of the majority approval. All members of the Tethering Committee <br />approved that the language of the ordinance amendment should be, "not more than a total of three hours <br />in a twenty-four -hour period." <br />Meeting Adjourned at 8:00 p.m. <br />Staff then brought this language back to the Animal Services Advisory Board for final approval at its <br />April 16th, 2008 meeting. <br />
