At the last ASAB meeting on March 190', 2008 the ASAB decided that the Tethering Committee should reconvene to consider whether the proposed restriction of tethering should be limited to three hours within a twenty- four -hour period or three consecutive hours within a twenty- four -hour period. Committee members discussed the difference between these definitions from the standpoint of animal husbandry and care, and from the standpoint of enforceability. The committee members who were present decided that the language for the proposed ordinance amendment should be, "not more than a total of three hours in a twenty- four -hour period." As only three members of the committee were present it was decided that the language should be ratified by email so that there was a record of the majority approval. All members of the Tethering Committee approved that the language of the ordinance amendment should be, "not more than a total of three hours in a twenty-four -hour period." Meeting Adjourned at 8:00 p.m. Staff then brought this language back to the Animal Services Advisory Board for final approval at its April 16th, 2008 meeting.
