Q'7 <br />coalition said. She does not think that most people realize the conditions under which <br />they find some of these animals. She thinks that education about proper tethering would <br />help the situation. <br />Josh Chapman is 15 years old and was born and raised in Orange County. He <br />has had dogs all of his life, and said that just because a dog is on a chain does not mean <br />that it will be depressed. He said that his chained dogs run around and play and are <br />happy. He said that he had a dog that was in a pen and was not gaining weight and <br />barked all the time, and when the dog was put on a chain, it gained weight and stopped <br />barking. He asked the County Commissioners to please oppose the ordinance. <br />Commissioner Nelson said that he would like to absorb all of this and take time to <br />reflect and wait to make a decision. <br />Commissioner Carey agreed. <br />Chair Jacobs said that it would probably be on the June 3"d agenda. The public <br />asked for proper notice. <br />Chair Jacobs said that if the Board does not vote on it now, it will be scheduled <br />for June 3`d. <br />A motion was made by Commissioner Nelson, seconded by Commissioner <br />Foushee to defer this item to June 3'd on the regular agenda. <br />VOTE: UNANIMOUS <br />19 <br />
