574 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> AUGUST 25, 1980 <br /> The Orange County Board of Commissioners met in regular session <br /> on Monday, August 25, 1980, at 7:30 p.m., in the Superior Court Room, <br /> Orange County Courthouse, in Hillsborough, North Carolina. <br /> Commissioners present: Commissioner Richard Whitted, Chairman, <br /> and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit <br /> and Anne Barnes. <br /> The Chairman announced this meeting was scheduled as the joint <br /> quarterly public hearing with the Orange County Planning Board. <br /> and since there were not items to be brought to public hearing, <br /> the Chairman declared the public hearing adjourned. <br /> = The following item was added to the agenda: <br /> Agenda Item 10: Census. <br /> Agenda Item 3: Eno River State Park <br /> The Chairman introduced members of the RC & D Steering Committee - <br /> Colonel William Breeze and Mr. Quentin Patterson. <br /> Mr. Dick Fowler, RC & 0 Coordinator in Graham, explained <br /> RC & D's part in the Eno State Park improvements program. Ms. Peggy Carr, <br /> Department of Recreation in Raleigh, reviewed the proposed plan. <br /> The Chairman then opened the floor to public comment concerning <br /> the environmental impact from construction of certain park and <br /> recreational facilities at Cates Ford on the Eno River. <br /> Ms. Sandy Williamson spoke in favor the the State's proposal. <br /> Mrs. Josephine Barbour raised questions concerning an archaeological <br /> survey, hiking and equestrian trails, septic systems and solid waste <br /> disposal. <br /> Attorney Betsy McCrodden, representing Mr. Stuart Barbour, spoke in <br /> favor of an environmental impact statement being filed on the entire <br /> park rather than just the Cates Ford portion. <br /> Mr. Stuart Barbour asked for clarification of the function of RC & D <br /> and other agencies involved in the planning processes for the Eno <br /> River State Park, spoke in opposition to the impact on the environment, <br />
