Mr. Bruce Davis, Chief of New Hope Rescue Squad, spoke in opposition <br /> �. to Proposal 1 of the Manager's proposed implementation for Volunteer <br /> Rescue <br /> Service and spoke in favor of Proposal .3. <br /> Mr. Max Kennedy spoke in opposition to funding the Northern Orange <br /> Improvement Club for $2,000 since this education program could be addressed <br /> through the two school systems. <br /> Ms. Kathy Battern and Mr. Archie Kelly spoke in opposition to proposed <br /> inequities in County employees cost-of-living increases for 1980-81. <br /> Sheriff Knight spoke in favor of the Manager's recommended 10% cost of <br /> living increase for County employees: Mr. Mike Woods spoke in favor <br /> of giving raises to County employees who deserve them and in opposition <br /> to hiring more employees. <br /> An unidentified woman said 19¢ mileage reimbursement figure was <br /> not adequate. <br /> Commissioner Gustaveson offered the following substitute motion <br /> at 9:45 p.m., which was seconded by Commissioner Barnes: to increase <br /> the County tax rate by 9.5t which would equal 99.5¢, to increase <br /> district tax by 2¢ for Chapel Hill-Carrboro schools, to set the <br /> per pupil allocation at $510.00, to approve the Manager's recommended <br /> 10% cost of living increase, to include $7,000 revenue in planning fees, <br /> to request the County staff to give serious consideration to the need <br /> for a Veterans Service Officer and, if services warrant that position <br /> at the completion of a needs assessment, funds would be available through <br /> contingency monies. Vote: ayes, 5; noes, 0. <br /> Commissioner Willhoit moved, seconded by Commissioner Barnes, to <br /> set the Greater Chapel Hill Fire District tax rate at "0". Vote: <br /> ayes, 5; noes, 0. <br /> Commissioner Willhoit moved, seconded by Commissioner Walker; to set <br /> the Southern Triangle Fire District tax rate at 4t, contingent upon <br /> the success of a special election to be held July 17. Vote: ayes, 5; <br /> noes, 0. <br /> The Chairman called for a short recess. Commissioner Walker left <br /> the meeting at this time.
