7` <br /> R MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> JUNE 23, 1980 <br /> The Orange County Board of Commissioners met in regular session on <br /> Monday, June 23, 1980, in the Commissioners Room, Orange County Courthouse, <br /> in Hillsborough, North Carolina. <br /> Commissioners present:. Commissioner Richard Whitted, Chairman, <br /> and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit, and <br /> Anne Barnes. <br /> Commissioner Barnes moved, seconded by Commissioner Willhoit, to <br /> move into executive .session to discuss a_matter of potential <br /> litigation. Vote: ayes, 5; noes, 0. <br /> Commissioner Barnes moved, seconded by Commissioner Willhoit, to <br /> authorize the Chairman to execute the final change order for the Northern <br /> Fairview project at the appropriate time. Vote: ayes, 5; noes, 0. <br /> The Board then moved to the Superior Courtroom to adopt the County's <br /> budget for fiscal year 1980-81. <br /> Commissioner Willhoit moved, seconded by Commissioner Whitted, to <br /> adopt a 99¢ tax rate for 1980-81 with 2� supplemental district tax for <br /> Chapel Hill-Carrboro schools, setting the per pupil allocation at $510.00. <br /> The Chairman recognized members of the New Hope Rescue Squad and American <br /> Legion who had requested an opportunity to speak before the Commissioners <br /> voted on the motion. <br /> Mr. Henry Royal, member of the American Legion i. Chapel Hill, Mr. William <br /> g, Finley and Mr. Sim Efland spoke in support of the Veterans Service Officer <br /> Position removed from the County budget. Mr. Bill Ray asked the reason <br /> for eliminating the position and spoke in favor of reinstating the position. <br /> Mrs. Josephine Barbour and Mr. Frank Ray spoke in favor of the Veteran <br /> Service Officer position. Mr. Stuart Barbour spoke in favor of the <br /> position and requested a veteran be hired to fill the position. <br /> Mr. Rick Poole read and presented the Board with a petition <br /> concerning the proposed phasing of the cost of living increases <br /> for the next fiscal year. <br />
