A motion was made by Commissioner Pelissier, seconded by Commissioner Jacobs to <br /> put solid waste on the Assembly of Governments' agenda with the two topics as recommended <br /> by the Manager: relevancy and commitment of the towns to the 61% waste reduction goal and <br /> the commitment of the towns to be part of a combined effort to send waste to Durham <br /> (including UNC). <br /> VOTE: UNANMOUS <br /> d. Orange County Comprehensive Transportation Plan Update — Options <br /> The Board considered continuing or discontinuing development of the Comprehensive <br /> Transportation Plan. <br /> Transportation Planner Karen Lincoln said that the purpose of this item is to determine <br /> whether Orange County wishes to continue with development of the Comprehensive <br /> Transportation Plan or discontinue until the County can resolve concerns regarding designation <br /> of NC 86 through northern Orange County as an expressway. The Board received a <br /> presentation from North Carolina Transportation Planning staff last September, and the Board <br /> was apprised of the designation of NC 86 as a strategic highway corridor in the North Carolina <br /> Strategic Highway Corridor Vision Plan. The Board had some concerns about the way the plan <br /> was adopted and developed without input from a lot of local areas. NCDOT is concerned <br /> about investing staff resources to help develop a plan that the Board of Transportation will not <br /> approve. NCDOT says that the plan must be consistent with the statewide plan, so Orange <br /> County must show NC 86 as an expressway in the planning. At the September meeting, the <br /> Board also approved a survey for public input into the CTP and this has been completed.
