<br />Advisory Board actions for consideration: <br />1. Chapel Hill/Orange County Visitors Bureau <br />Spin this organization off as provided under NC General Statutes into a <br />separately functioning incorporated entity. <br />There are two separate local hotel/motel taxes (Town and County) authorized <br />and currently collected in Orange County. The County levy is used wholly for the <br />operation and support of promoting Tourism in Orange County. The Town of <br />Chapel Hill uses a separate levy for other purposes. <br />Reorganize the current Tourism Board and spin it off within the parameters of the <br />law. It would no longer function as a county department nor would its staff be <br />county employees. This can be an effective approach to promoting tourism and <br />gain more private sector involvement and support. <br />2. Orange County Arts Commission <br />Spin this organization off as an independent non-profit. It is unusual that a <br />county have a formal `Arts Commission' and staff as a government function. <br />Support for the Arts is of real benefit from a cultural and economic development <br />perspective. This organization may be better served outside the realm of the <br />county's organizational structure as an independent entity. <br />The county should continue financial support but no longer staff a position. <br />3. Commission for Women <br />Sunset this Advisory Board as an active function. <br />Its primary responsibilities can be assigned to a re-configured Human Rights and <br />Relations function. (Re-organization related to Human Rights and Relations <br />noted next.) <br />Activities with supporting county involvement promoting women's initiatives can <br />be established via the local non-profit "The Women's Center" by a formalized <br />partnership for better coordination of effort. <br />4. Human Rights and Relations <br />Reconfigure this Advisory Board within oversight by the County's Community <br />Development Department. <br />Organizationally, it is my intention that the Human Rights and Relations function <br />will be supervised by the County's Community Development Director. A <br />reconfigured Advisory Board encompassing the initiatives of both the Women's <br />Commission and the Human Rights and Relations functions can be established <br />as needed based after further study.
