36 <br />UDO Assistance ~ Orange County, North Carolina <br />10 <br />~®c8c 6iili, S®u46r far®iina ~Z®ning ®rel0nance <br />Clarion Associates, in association with the Walker Collaborative, has drafted a <br />new Zoning Ordinance for The city of Rock Hill, South Carolina, which was <br />adopted in December of 2005. Rock Hill is one of the five "Ring City" nodes in <br />the Charlotte metropolitan region, and is an old Piedmont textile mill town which <br />has experienced substantial growth in recent years due to its strategic location in <br />the Charlotte metro area. The focus of the effort was to implement the city's <br />recently adopted General Plan, which promotes a more livable future by <br />encouraging appropriate infill and re-development of the "old town' area of the <br />community; protecting and enhancing older neighborhoods; while encouraging <br />more compact, dense, and sustainable growth in greenfield areas. Major issues that were <br />addressed included: making the code more usable and "user friendly;" making the development <br />review process more efficient and effective; modernizing the zone district and planned <br />development regulations, encouraging new infill development that is compatible with its context, <br />and establishing minimum development and design standards to ensure community form and <br />^ppearance protects existing character while encouraging a high qualify of mixed use and <br />connected neighborhoods. Following drafting of the code, Clarion partnered with the VIC <br />Group to produce a digital version of the code which is served on the web by The city's <br />computer network. Based on land costs, <br />area's popularity as a vacation destination, many of these new structures (and the ~ "° <br />traffic associated wish them) have been affecting the area's "small-town' n <br />character. After adoption of a six-month moratorium, The city hired Clarion <br />Associates to re-write the community's development regulations, including new <br />vacation rental standards, single-family development standards, and a variety of <br />other provisions to help protect community character.
