29 <br />UDO Assistance <br />North Carolina <br />We suggest focusing on the following key ideas: <br />o Making the ordinance more user-friendly, through: <br />Greater use of illustrations and graphics; <br />Structural re-organization; <br />Updating and clarifying definitions; <br />Providing a referencing system; <br />Removal of out-dated or conflicting provisions; and <br />Improving development review processes (as appropriate); <br />o removelc onfusing Ianguage,randlprovide morescerta niy; and they are more efficient, <br />o Incorporating selected new provisions that serve to implement objectives that are <br />included in the new Comprehensive Plan. <br />We are currently undertaking a similar initiative with the Town of <br />Hillsborough, crafting a new UDO that combines zoning and <br />subdivision ordinances into one user-friendly document. We have <br />just completed a draft Annotated Outline for Hillsborough <br />(presented to the Town Board of Commissioners on November <br />23), We attach the Hillsborough outline here as an appendix. <br />We believe that one benefit of selecting our team for assistance <br />with Orange County's UDO is an opportunity for coordinating <br />language, terminology, and approaches to "edge' areas with our <br />work in Hillsborough. <br />TOWN OF HILLSBOROUGH, <br />NORTH CAROLINA <br />DEVELOPMENT ORDINANCE <br />OrRMmSkd Odim <br />,~.~ <br />We understand that Orange County staff will be leading this UDO effort, including planning <br />and facilitating public input meetings. We can assist in this effort in several ways: <br />o Using our keypad-polling technology in public meetings to gauge public opinion; and <br />o Helping to document and catalogue public comments for use in reports that can be <br />posted and made available for review. <br />We have had great success in using keypad-polling as <br />a technique to promote public engagement and <br />obtain valuable information. Feedback from <br />participants is universally positive, and we would be <br />pleased to make this technology available for use as <br />part of this UDO project. We will plan on attending <br />public meetings along with county staff as agreed <br />upon during project initiation. <br />
