<br />We are pleased to prepare a proposal for Orange County
<br />to assist in the preparation of a new Unified Development
<br />Ordinance. In this proposal we describe services that we
<br />are prepared to offer immediately, and also identify
<br />options for the County`s consideration as work proceeds in
<br />subsequent phases of UDO production.
<br />We understand Orange County's regulatory context very
<br />well. We assisted the county in preparation and adoption
<br />of the current Comprehensive Plan. We have worked on
<br />intergovernmental agreements involving Orange County,
<br />Hillsborough, Carrboro, and Chapel Hill. The project
<br />manager for Clarion's work on this initiative will be Roger
<br />Waldon, who served as Chapel HiII's Planning Director for
<br />iwo decades prior to joining Clarion Associates in 2005.
<br />We are currently working with the Town of Hillsborough on
<br />preparation of its UDO. We have been advising Chopel
<br />Hill regarding growth management strategies.

<br />southeast, and the nation that are well-illustrated, written in plain English, and made

<br />NC; Folly Beach, SC; Rock Hill, SC; Franklin, TN; Greenville, SC; Alachua, FL;
<br />Louisville/Jefferson County, KY; Forf Collins, CO; Colorado Springs, CO; Anchorage,
<br />AK; and Henderson, NV).
<br />o We have re-tooled development codes for growing communities, to encourage
<br />development objectives (inlud ngtcodes in Folly Bealch,tSCcRock Hi I, SCIaCary, NC;
<br />Mooresville, NC; Alachua, FL; and Franklin, TN).
<br />o We have in-depth knowledge of "best practices' on land development issues generally,
<br />and in designing workable solutions for communities in substantive "best practices'
<br />areas we believe are important to the project, such as:
<br />• Infill development (Clayton, MO; Overland Park, KS; Rock Hill, SC; Greenville, SC; Oak
<br />Park, IL)
<br />• Form-based design (Jefferson County/Louisville, KY; Carson City, NV; Mooresville, NC
<br />• Mixed-use development (Colorado Springs, CO; Montgomery County, MD; Henderson,
<br />NV; Franklin, TN; Cnry, NC; Rock Hill, SCj, and
<br />• Landscaping and parking (Rock Hill, SC; Cary, NC; Franklin, TN).
<br />Comprehensive reviews and updates of development regulations are major undertakings that must be
<br />carefully considered and systematically pursued. They are more technical in nature than
