Harvey, Planner III, 245-2597 <br />3.1 Scope of Services (pp. 19-22) Tom Altieri, Planner III, 245-2579 <br />3.2 Consultant Proposal in Response to <br />RFP (UNDER SEPARATE COVER <br />pp. 23-157) <br />4._ Project Timetable (pp. 158) <br />PURPOSE: To consider approval of the Professional Services Contract with Clarion Associates <br />to assist in the development of a Unified Development Ordinance (UDO). <br />BACKGROUND: In this year's 2009-2010 fiscal year budget, the BOCC included funds for <br />professional services to assist in the development of a UDO. On October 23, 2009 the Planning <br />Department released a Request for Proposals (RFP), which is provided as Attachment 1. <br />Staff received eleven (11) proposals and interviewed five (5) finalists (Attachment 2) in January <br />of 2010. The interview team consisted of: <br />• Mr. Willie Best, Assistant County Manager <br />• Ms. Judith Wegner, Vice-Chair of the Planning Board <br />• Mr. Craig Benedict, Planning Director <br />• Mr. Tom Altieri, Comprehensive Planning Supervisor <br />• Mr. Michael D. Harvey, Current Planning Supervisor <br />Based on the consultants' responses to the RFP and interviews, the interview team is <br />recommending Clarion Associates to provide professional planning services associated with the <br />completion of the UDO. <br />Clarion Associates, an Orange County based firm with offices in Chapel Hill and Denver, <br />Colorado was selected due to its understanding of the project, demonstrated ability to remain <br />within established budgets, work on similar projects, and ability to meet the County's work <br />schedule. Clarion has recently completed similar projects in Cary and Jacksonville, North <br />Carolina, as well as Henrico County, Virginia. <br />
