Noah Rannells said that the plan is to open this center in August. This agreement is a <br /> five-year commitment that will set up a steering committee made up of a Commissioner from <br /> each county (Alamance, Chatham, Durham, and Orange), a County Manager from each <br /> county, and a Cooperative Extension Director from each county. <br /> Commissioner Nelson said that he is concerned about the 501(c)3 issue and he would <br /> like this to happen. He also does not want to get caught into shelling out and obligating money <br /> before the budget process. He is concerned about the budget and not the project. <br /> Commissioner Gordon agreed with Commissioner Nelson. <br /> Discussion ensued about the potential costs <br /> Frank Clifton said that there is no formal plan in place yet. <br /> Noah Ranells said that there is some grant funding in place. <br /> Chair Foushee asked if there was sufficient grant funding to fund the Executive Director <br /> position and Noah Ranells said yes. <br /> There was no motion or vote, but the Board was in agreement to ask staff to take the <br /> Board's comments and revise the interlocal agreement as needed and then ask all of the <br /> partnering countys'attorneys to review/comment. <br /> 8. Closed Session <br /> A motion was made by Commissioner Nelson seconded by Commissioner Jacobs to go <br /> into closed session at 11:18 PM for the purposes of: <br /> 1) "To consider the qualifications, competence, performance, character, fitness, conditions <br /> of appointment, or conditions of initial employment of an individual public officer or <br /> employee or prospective public officer or employee;" NCGS § 143-318.11(a)(6); and <br /> 2) "Pursuant to G.S. § 143-318.11(a)(3) "to consult with an attorney retained by the Board <br /> in order to preserve the attorney-client privilege between the attorney and the Board." <br />
