She said that citizens are not happy about having to pay for parking for <br /> the Library. Frank Clifton said that this is private property. It was answered that all parking lots <br /> would be recognizable. <br /> Commissioner Gordon asked why Frank Clifton did not suggest that this support be <br /> stated as support in concept rather than the way it is stated in his recommendation. <br /> Frank Clifton said that the Manager's Recommendation is to support the project and to <br /> recognize the costs associated with it. The issue is whether it is done all in one year or in four <br /> years, and that will be discussed and decided during the budget process. He noted that the <br /> county has supported sharing the cost of the sidewalk near the new office building and library. <br /> Commissioner Nelson said that he views the sidewalk issue as significantly different. <br /> He said that it is not clear that this Board has a policy about participating financially with the <br /> Towns. He said that Orange County seems to treat each town differently. If the County <br /> pursues this, he wants the letter to not set unrealistic expectations. He is not committed to <br /> spending $48,000 for signs when they may have to cut safety net programs, etc. He wants the <br /> communication sent to Hillsborough to be very clear in terms of expectations. <br /> Commissioner Yuhasz agreed that the County needs to be careful with how it spends <br /> its money, but if the County is going to provide services, then it needs to provide directions to <br /> its facilities. He said that, in order to be a good citizen to the Town, the County Commissioners <br /> need to commit to those things that will enhance the Town. He is in favor of making the <br /> commitment, but the timing of the payments would be the main concern. <br /> Commissioner Jacobs asked about the Town of Hillsborough's timetable. Stephanie <br /> Trueblood said that it may include one or two budget cycles. <br /> Frank Clifton said that, in his discussions with the Town Manager, they discussed <br /> spreading the town's expenditures out over two budget cycles. The Town will front the money. <br /> Commissioner Jacobs said that he agreed with Commissioner Nelson's concerns about <br /> treating all towns the same and there is not a policy or clarity with how to do this. He believes <br /> that he can support a recommendation that says the County can repay, but with no <br /> commitment as to when and what. <br /> Commissioner Gordon said that she understands Commissioner Nelson's concerns, <br /> and shares them, but the Manager said that this would not be committing to funding this year <br /> or at any specific time. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to <br /> approve the Manager's recommendation to express the County's support for the Wayfinding <br /> Signage Plan and thank the Town of Hillsborough for its work on the project and authorize the <br /> Manager to send a letter of response to the Town expressing the County's support for the Plan <br /> and indicating that the County Board of Commissioners will include the funding request in its <br /> FY 2010-11 budget discussions with plans to allocate the requested funds subject to those <br /> discussions and decisions. <br /> Commissioner Nelson said that he would vote against this because the Board is <br /> committing to something outside of the budget process. <br /> VOTE: Ayes, 6; No, 1 (Commissioner Nelson) <br /> b.
