i <br /> 1 <br /> Commissioner Gustaveson moved, seconded by Commissioner Willhoit, <br /> to endorse the concept of a Volunteer Rescue Service for Orange County <br /> as follows: <br /> Goal: <br /> 1 To establish a Volunteer Rescue Service for Orange County that would <br /> operate according to the following principles: <br /> 1. The agency will be charged with the responsibility to continue <br /> in the tradition of providing a high quality emergency medical and <br /> rescue service for all of the citizens of the county and in all areas <br /> of the county. The agency would be responsible for, or involved in, all <br /> emergency and rescue services including but not limited to, provision of <br /> easy access to this service for public, dispatching and control of all <br /> personnel responding to emergencies that may involve personal injury or <br /> 1 illness, quick response systems designed to provide first aid, ambulance <br /> transportation of the sick and injured, medical control of patient care, <br /> definitive diagnostic and treatment facilities encountering emergency <br /> patients (hospitals and clinics), and disaster planning and interagency <br /> -- 0 mutual aid operations. <br /> i <br /> 2. The personnel who comprise the agency will be predominantly <br /> volunteers. These volunteers will play the major role in every aspect <br /> of the agency's function including planning, training, deployment of <br /> personnel , fund-raising, and leadership. <br /> 3. The agency will be supported by a central administrative staff <br /> comprised of paid county employees. <br /> 4. Volunteers involved in EMS operations will be agents of the <br /> county entitled to all rights and privileges of county employees. They <br /> i will also be subjected to an EMS County Personnel Policy. <br /> 5. The traditional intensive influence of medical control in <br /> provision of emergency medical and rescue services in Orange County <br /> Iwill be maintained. <br /> 1 Commissioner Gustaveson moved further, seconded by Commissioner <br /> Willhoit, that the County declare its intention to take a leadership <br /> @i role in implementing these goals.
