Vote: ayes, 4; noes, 0. - <br /> t <br /> Agenda Item 13: EMS <br /> Commissioner Willhoit moved to approve in principal the concept <br /> of a unified VRS, to hire a person to be responsible for administration <br /> of the rescue squad effort, to make a commitment to bring on board <br /> nine full-time employees, and to request further information from <br /> the Manager that the Board can consider. Motion died for lack of a second. <br /> Dr. Sara Dent and Dr. Tommy Griggs requested strong direction <br /> from the Board. <br /> Commissioner Barnes moved to provide for a unified VRS system <br /> based on the VRS proposal , in light of the total system for the first <br /> year, Phase I, and that Manager submit a VRS plan for Board consideration <br /> 2 including fees for services. Motion died for lack of a second. <br /> Commissioner Gustaveson moved the following preamble: <br /> Goals: <br /> A. Approve in principal the VRS concept; provide support in <br /> developing a county-wide VRS system; approve the concept of a ,county-wide <br /> quality medical capability. <br /> 5 B. Declare the Board's intent to provide leadership and directorship <br /> for implementing goals embodied in the VRS concept; direct the County <br /> Manager and other knowledgeable persons to make a recommendation on what <br /> is needed to provide all paid employees and other budget items such as <br /> maintenance and gas for vehicles for Board consideration. Motion died <br /> 4 for lack of a second. <br /> Commissioner Willhoit moved to request the Manager submit a <br /> recommendation for Board approval which encompases fee for services, <br /> other revenue sources, level of funding with fees and without fees, <br /> equipment and facility (leased/common ownership), personnel structure <br /> (existing or non-existing or combination -- lines of authority) and <br /> organizational matters for the first year implementation of the VRS. <br /> Motion died for lack of a second. <br /> • <br />
