W <br />Carolina ". The Human Society of the United States <br />(HSUS) reports that while deer hunting is legal in <br />every state, hunting deer with packs of dogs is allowed <br />in only nine states - Virginia, North Carolina, South <br />Carolina, Georgia, Florida, Alabama, Mississippi, <br />Louisiana and Arkansas; <br />33) North Carolina Association of County Commissioners <br />( NCACC) Legislative Goals - Orange County supports <br />NCACC's Legislative Goals, many elements of which were <br />and are initiatives of Orange County, noting the <br />additional Orange County explanatory language included <br />in Bold Italic where appropriate (See Exhibit D). <br />Orange County has specific comments related to two <br />NCACC goal statements: <br />a) Intergovernmental Relations - Modernize Annexation <br />Laws - Orange County believes many of the issues <br />that arise during the annexation process could be <br />reduced or eliminated if state law encouraged or <br />required the implementation of long -range planning <br />agreements between towns and counties; and <br />b) Agriculture - Support Conservation of Working <br />Lands and Farmland Preservation - Orange County <br />
