9s] <br />Orange County lying south of Interstate 85 since 1979 <br />when the General Assembly adopted NC General Statute <br />113- 291.5. The intent of the proposed legislation is <br />to extend the ban north of Interstate 85. During the <br />fall of 2009, County staff held listening sessions to <br />receive comments and suggestions from both deer hunters <br />and private property owners in response to questions, <br />concerns, and complaints arising from the community. <br />The Board of Commissioners received staff findings and <br />conclusions at its January 21, 2010 meeting, and in the <br />interest of public safety, private property rights, and <br />population change, voted to incorporate proposed <br />legislation within its package for presentation to the <br />local delegation. The practice was banned in adjacent <br />counties - Alamance (1979) and Durham (2001). Person <br />and Caswell have not addressed the issue formally. A <br />"Survey of Landowners Who Own Large Tracts of Land <br />Concerning Deer Management and Hunting" conducted by <br />Responsive Management on behalf of the NC Wildlife <br />Resources Commission and published in 2009 reported 61 <br />percent of the respondents (owners of 5 -acres minimum) <br />moderately or strongly disagreed with the statement, <br />"Hunting deer with dogs should be legal in North <br />
