E <br />burdens, eliminate the discriminatory features of the <br />exemption provisions relating to couples, and address <br />the ineffectiveness of the exemption provisions in <br />communities where property values increase at <br />substantial rates over short periods of time; <br />12) Court Facility Fees - Orange County recently completed <br />an $11 million justice facility expansion, a <br />substantial investment for the County. Like other <br />North Carolina counties, the County receives limited <br />financial support for the construction of judicial <br />facilities as well as the on -going annual facility <br />operation and maintenance. Orange County expresses <br />support for either a) counties receiving a higher <br />percentage of existing court fees, or b) counties being <br />granted authority to institute Court Facility Fees to <br />help fund capital, operational and other needs <br />associated with ever - increasing judicial activities; <br />13) Entertainment and Sports Event Fee to Support <br />Transportation Needs - Support legislation to permit a <br />fee to be charged on tickets purchased for large <br />entertainment and sports events, with the revenue <br />
