ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: February 16, 2010 Action Agenda Item No. 5 - G SUBJECT: Orange County's Proposed 2010 Legislative Agenda DEPARTMENT: County Commissioners PUBLIC HEARING: (YIN) Yes ATTACHMENT(S): Public Hearing Notice UNDER SEPARATE COVER Alphabetical Index of Potential Legislative Issues Subject Area Index of Potential Legislative Issues Proposed Orange County 2010 Legislative Matters Resolution and Exhibits Proposed Orange County Resolution with Exhibit A - Draft Bill on Orange - Alamance County Llne PURPOSE: To: INFORMATION CONTACT: Commissioner Valerie Foushee, 245 -2130 Commissioner Barry Jacobs, 245 -2130 1) Hold a public hearing on Orange County's potential legislative items for the 2010 North Carolina General Assembly Session; 2) Review and discuss potential items for inclusion in Orange County's legislative agenda package for the 2010 North Carolina General Assembly Session; 3) Approve the legislative matters resolution with exhibits based on the public hearing and Board discussion; 4) Consider possible action on the resolution and draft bill regarding the Orange - Alamance county line; and 5) Consider identifying three to five specific items from the entire package to highlight for priority discussion at the February 22, 2010 meeting with Orange County's legislative delegation. BACKGROUND: The North Carolina General Assembly convenes on Wednesday, May 12, 2010. In past years the Board of Commissioners has appointed two Commissioners to serve on a Legislative Issues Work Group (LIWG) to work with staff to develop a proposed legislative package for the County. Based on the work of the LIWG, the BOCC has then reviewed and approved packages of legislative items to pursue for the respective North Carolina General Assembly sessions. Commissioners Valerie Foushee and Barry Jacobs are serving on the 2010 LIWG and have worked with staff on a proposed 2010 legislative package.
