Secondary Road Investigation Reports <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add subdivision roads in Beaver Valley Subdivision to the <br />State Maintained Secondary Road System. <br />BACKGROUND: The Board of County Commissioners (BOCC) approved Beaver Valley <br />Subdivision through the major subdivision process on April 7, 1997, with Beaver Valley Drive, <br />Possum Walk Lane, Turkey Run East, Turkey Run West and Fox Trail (Extension of Secondary <br />Road 1385) designated as public roads. The resolution approving the subdivision also required <br />Mace Road, from the end of NCDOT maintenance to Beaver Valley Drive, be dedicated as a <br />public road and constructed to NCDOT requirements. The developer of Beaver Valley <br />Subdivision has petitioned the North Carolina Department of Transportation to accept <br />maintenance responsibilities for the subdivision roads and Mace Road (extension of SR 1384). <br />The subdivision roads provide access for 35 homes. Beaver Valley is located north of US 70, <br />off the west side of Forest Park Road in Cheeks Township. <br />This application meets the criteria endorsed by the BOCC for recommending acceptance of a <br />public road into the State Maintained System for roads approved through the governing <br />jurisdiction's major subdivision process. <br />NCDOT has investigated this request (please refer to Attachment 4) and has submitted the <br />petition to the. BOCC for its review and recommendation. In accordance with North Carolina <br />General Statute §136-62*, the Board is required to make a recommendation regarding the <br />petitions to the North Carolina Board of Transportation (NCBOT) before the NCBOT can <br />consider the petitions. <br />North Carolina General Statute §136-62 directs that "The citizens of the State shall have the right to present <br />petitions to the board of county commissioners, and through the board to the Department of Transportation, <br />concerning additions to the system and improvement of roads. The board of county commissioners shall receive <br />such petitions, forwarding them on to the Board of Transportation with their recommendations." <br />
