2 <br />• Family Planning Bonus Funds - $1,250 in Federal Title X bonus funds. All local <br />health departments have received these one-time bonus funds and the method of <br />distribution includes a base amount and additional amount based on performance. <br />The department plans to use these funds to offset the County costs associated with <br />operating family planning clinics. <br />NACCHO Capacity Building Award - $5,000 award from the National Association of <br />County and City Health Officials (NACHHO) to cover training and supply costs in <br />support of the Medical Reserve Corps program. <br />NC Citizen Corps (Medical Reserve Corps/Public Health Reserve Corps) -receipt <br />of $8,741 from the State (North Carolina Citizens Corps -Office of the Governor) to <br />support the operation of the department's Public Health Reserve Corps (PHRC) <br />program. This program operates under the Health Department and was created to <br />provide trained medical and ~ non-medical volunteers for increased surge capacity <br />during public health emergencies and for ongoing public health program offered by the <br />department and its partner agencies. <br />NC Citizen Corps (CERT Program) -receipt of $8,663 from the State (North Carolina <br />Citizen Corps -Office of the Governor) to support the operation of the Community <br />Emergency Response Team (CERT) program. The CERT program is a partnership <br />between the Orange County Health Department and the Orange County Emergency <br />Services Department. The program teaches citizens how to provide basis emergency <br />response services in their community or workplace after a disaster when emergency <br />services are delayed or unavailable. <br />• Smart Start Programs -receipt of additional Smart Start funds of $793 for the <br />department's Child Care Health Consultant Grant Program. This grant program <br />assists childcare providers to ensure safe and healthy childcare environments. The <br />department has also received additional Smart Start funds of $411 for the <br />department's Smart Start Dental Program. <br />This budget amendment provides for the receipt of these funds for the above stated purposes. <br />(See Attachment 1, Column 1, Attachment 3, Diabetes Education Program Grant Project <br />Ordinance, and Attachment 4, Child Care Health Consultant Program Grant Project Ordinance) <br />Emergency Services <br />2. Refer to separate Action Agenda item on tonight's agenda regarding upgrades to the Public <br />Safety Communications Improvements. (See Attachment 1, column 2) <br />Solid Waste Enterprise Fund <br />3. The Solid Waste Department has received notification from officials of the Talking Phone <br />Book of funds totaling $3,300 to pay the department for advertising related directly to <br />phonebook recycling. Radio and print ads will be scheduled in local media reminding <br />residents and businesses to recycle their old phonebooks as the new Talking Phonebooks <br />are distributed. This budget amendment provides for the receipt of these funds in the Solid <br />Waste Enterprise Fund for the above stated purpose. (See Attachment 1, Column 3) <br />
