<br />REVENUE COLLECTIONS MANAGER
<br />Assists staff in dealing with difficult and irate individuals to assure a timely resolution.
<br />Participates with Tax Administrator in the development and implementation of new policies and
<br />procedures for the office; performs problem solving.
<br />Answer taxpayer questions regarding tax law and the policies and procedures of Orange County.
<br />Collects delinquent real estate, personal, and registered motor vehicle property taxes within the
<br />limits of North Carolina and Federal laws; makes personal contact with taxpayers, attorneys,
<br />mortgage lenders, etc. in the office, on the telephone, and in the field; uses all legal remedies
<br />including bank attachments, wage garnishments, rent attachments, sheriff levies, etc.
<br />Pursue business account collections, including tracking the opening and closing of businesses to
<br />protect the interest of Orange County and Towns of Carrboro, Chapel Hill, and Hillsborough.
<br />Oversees and administers the Debt Set-Off program; maintains database; posts payments from
<br />matches with the State; oversees and administers the Bank Draft Program and County Employee
<br />Payroll Deductions Program; posts bank draft payments.
<br />Calculates and sets up prepayment estimates before the tax bills are created; works out payment
<br />schedules.
<br />Assists with office budget process; assesses needs for staff and department.
<br />Conduct annual audits of daily operations regarding the collection and reconciling of funds in
<br />various County departments.
<br />Receives and/or reviews various records and reports such as reports of delinquent taxpayers,
<br />social security numbers, addresses and telephone numbers, employment and bank account
<br />information, liens on property, and emergency medical service records from trip tickets.
<br />Prepares and/or processes various records and reports such as notices of attachment and
<br />garnishment, Sheriff levies, certified letters, debt setoff notices, and letters to taxpayers and/or
<br />lenders.
<br />Refers to Machinery Act of North Carolina, Rate Code and 3R Fee Rate sheets, monthly reports
<br />of Institute of Government, legislative updates through ptax, Register of Deeds and Vital Records,
<br />policy and procedure manuals, codes /laws /regulations, publications and reference texts, etc.
<br />Operates a variety of office equipment and machinery such as printer, calculator, copier,
<br />telephone, fax machine, personal computer, etc.
<br />Uses a variety of tools such as stapler, staple remover, ruler, etc.; a variety of supplies such as
<br />paper, writing instruments, folders, three ring binder, large desk calendar, general office supplies,
<br />etc.; and a variety of computer software such as Tax software, Microsoft Excel, Microsoft Word,
<br />FTP, Ailis AmCad, etc.
<br />Interacts and communicates with various groups and individuals such as Tax Administrator, staff
<br />from Land Records and Assessor's offices, staff from Tax Administration office, staff in other
<br />County Departments, attorneys, paralegals, loan officers, taxpayers, and the general public.
