2 <br />Deputy Revenue Director <br />Revise the salary grade <br />As the Revenue Director/Tax Collector classification was reclassified to reflect the additional <br />functions and oversight of the Tax Assessor position, many revenue specific duties were <br />transferred to the Deputy Revenue Director. These additional duties include the oversight and <br />accountability for the full value assessment and billing of register motor vehicles, oversight and <br />responsibility for- the billing and collection of emergency management, including ambulance <br />billing, fire inspections, and special contracts. These additional duties coupled with the <br />position's current responsibilities for coordinating the collection of tax revenue makes this <br />position responsible for collection of all County revenue. <br />Change title of an existing class <br />In January 2010, the Revenue Director/Tax Collector title was retitled to Tax Administrator, <br />making the title Deputy Revenue Director no longer consistent with the department's direction. <br />Reviewing the position's responsibilities for collecting multiple revenue streams including tax <br />collection, EMS billing, 3R services, and registered motor vehicles, Revenue Collections <br />Manager is determined to be the most descriptive title. The title Revenue Collections Manager <br />is also consistent with other jurisdictions. <br />Tax Assessor <br />In January 2010 the Revenue Director/Tax Collector classification was reclassified to reflect the <br />duties of both the Tax Collector and Tax Assessor, and the classification title changed to Tax <br />Administrator. The previous Tax Assessor maintained responsibility to overseeing the Tax <br />Assessor's Office and conducting the County's in-house revaluation of all real property. The <br />reorganization identified the need to have a position responsible for this task other than the Tax <br />Administrator. This position will be responsible for the County's revaluation process as well as <br />processing appeals supporting the Board of Equalization and Review. The Tax Assessor <br />(Grade 29) is recommended to be reclassified to Revaluation Manager (Grade 19). <br />FINANCIAL IMPACT: The chart below outlines the difference between the first quarter salaries <br />for each reclassification.
