13 <br />REVALUATION MANAGER <br />PERFORMANCE INDICATORS <br />Knowledge of Job: Has thorough knowledge of the methods, performance, and policies of the <br />Assessor's Office as they pertain to the performance of duties of the Revaluation Manager. Has <br />considerable knowledge of the functions and interrelationships of the County and other <br />governmental agencies. Has knowledge of the laws, ordinances, standards, and regulations <br />pertaining to the specific duties and responsibilities of the position. Has considerable knowledge <br />of modern real appraisal principles and practices. Has knowledge of State laws pertaining to <br />property appraisal and taxation. Has knowledge of the geography and location of property in the <br />county. Has knowledge of typical income, expense, and capitalization rates. Has knowledge of <br />accounting, budgeting, and financial management concepts and practices. Has knowledge of <br />computerized systems for property valuation. Has knowledge of statistical analysis techniques. Is <br />skilled in performing advanced mathematical calculations. Is skilled in conducting statistical <br />research and preparing reports. Is skilled in utilizing a personal computer and various database <br />and spreadsheet software programs. Is skilled in developing computer software programs and <br />applications. Has knowledge of building construction practices. Has knowledge of current building <br />and land values. Has considerable knowledge of office planning and administration practices and <br />techniques. Has thorough knowledge of policies, procedures, and practices used in appraising <br />commercial, residential, and industrial property for tax purposes. Has considerable knowledge of <br />the principles of supervision, coordination and administration. Has considerable knowledge of the <br />current literature, trends and developments in the tax field. Is able to plan and conduct an effective <br />appraisal and assessment program. Is able to plan, organize, and supervise all aspects of the <br />revaluation as well as appraisal of real estate in non-revaluation years. Is able to deal tactfully and <br />courteously with the general public in evaluating complaints and explaining tax laws and policies. Is <br />skilled in management and supervision. Is able to offer instruction and advice to subordinates <br />regarding departmental policies, methods, and regulations. Is skilled in performing advanced <br />mathematical calculations. Is skilled in interpreting aerial photographs, topographical maps, and <br />soil-type maps. Is skilled in conducting statistical research and preparing reports. Is skilled in <br />dealing with the public. Is skilled in utilizing computers and various database and spreadsheet <br />software programs. Is skilled in oral and written communication. Is able to exercise considerable <br />independent judgment in making final decisions regarding contested property values and legal <br />points on appraisal. Is able to exercise tact and courtesy in contact with patrons and the general <br />public. Is able to establish and maintain effective working relationships as necessitated by work <br />assignments. <br />Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. <br />Exercises immediate remedial action to correct any quality deficiencies that occur in areas of <br />responsibility. Maintains high quality communication and interacts with all County departments and <br />divisions, co-workers and the general public. <br />Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as <br />described under "Specific Duties and Responsibilities." <br />Dependability: Assumes responsibility for doing assigned work and meeting deadlines. Completes <br />assigned work on or before deadlines in accordance with directives, County policy, standards and <br />prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, <br />human and conceptual areas. <br />Attendance: Attends work regularly and adheres to County policies and procedures regarding <br />absences and tardiness.
