<br />CLASS CODE: 1944 <br />FLSA: EXEMPT <br />ORANGE COUNTY, NORTH CAROLINA <br />JOB DESCRIPTION <br />CLASS TITLE: REVALUATION MANAGER <br />TAX ADMINISTRATION <br />GENERAL STATEMENT OF JOB <br />Under limited supervision, performs administrative, technical, and supervisory work in managing, <br />supervising, directing and implementing all phases of the countywide revaluation and supervising <br />daily operations concerning the maintenance and updating of real estate valuations. Work <br />involves the creation of revaluation schedules of values and applying these countywide fairly and <br />equitably, maintaining sales data, assisting taxpayers with the resolution of complex revaluation <br />issues; listening to and deciding informal appeals; providing expert testimony before the Board of <br />Equalization and Review and Property Tax Commission; reviewing data collected by appraisers for <br />accuracy and ensuring that the properties are appraised at fair market value. <br />SPECIFIC DUTIES AND RESPONSIBILITIES <br />ESSENTIAL JOB FUNCTIONS <br />Supervises and directs all aspects of the countywide revaluation. <br />Develops and applies all schedule of values toward establishment of fair and equitable valuations <br />of all real estate at statutory levels of assessment. <br />Supervises department employees involved in revaluation and in daily appraisal activities. Such <br />duties involve instructing, assigning and reviewing work, maintaining standards, assisting in the <br />selection of revaluation employees, appraising revaluation related performance, recommending <br />promotions. <br />Assists taxpayers with the resolution of valuation issues. <br />Responsible for the complete and proper preparation of all documents for the Board of Equalization <br />and Review; BOER schedules, BOER agendas. <br />Defends county real property values before the Board of Equalization and Review and before the <br />North Carolina Property Tax Commission. This involves closely working with the county attorney in <br />preparing and presenting all cases before the Property Tax Commission. <br />Responsible for seeing that the BOER minutes are properly recorded and posted to the appropriate <br />websites. <br />Responsible for providing timely written responses for informal and formal appeals <br />©Archer Company 2008 1 <br />
