Agenda Item 10: Amendments to Sedimentation and Erosion Control Ordinance Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve amendments requested by the North Carolina Sedimentation Control Commission and that a letter be drafted to express to the Commission this Board's concern about how cumbersome and expensive the appeal process has become. Vote: ayes, 5; noes, 0. Agenda Item 7: Department of Social Services The Social Services Director reviewed budget profile for tentative public assistance budgets for 1979-80, 1980-81. The Chairman called for the lunch recess. After the lunch recess, discussion resumed on the Social Services' budget. Commissioner Gustaveson moved, seconded by Commissioner Walker, to refer the budget back to the Social Services Board to rework. The Board expressed its concern about a requested 12 percent budget increase and requested additional information concerning the cross-impacts on medicade payments if chore services were cut, the cross-impact on additional state and federal funding if cutbacks were made, about what staff cutbacks would mean in terms of service delays; the Board requested additional information concerning the number of County case loads as compared with state averages; the Board also expressed its concern over increased mandated programs without proportionate increases in state funding, and budget implications for additional day care services.
