ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 9, 2010 <br />Action Agenda <br />Item No. <br />SUBJECT: Board Discussion of Dual Service Model As It Relates to Future Facility Needs <br />DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Frank Clifton, County Manager, 245-2300 <br />PURPOSE: To provide the Board with an opportunity to discuss the dual service model as it <br />relates to future County facility needs. <br />BACKGROUND: Budget-related issues and discussions over the past few years have <br />prompted the Board and County staff to assess the services provided by the County, the <br />organizational structure of County government, and the allocation of funds, personnel and other <br />resources. The County's dual service model, which has been in place and has guided decision- <br />making processes for a number of years, has served as a basis for recent analysis and led to <br />various recommendations and decisions. <br />As the County plans for the future and makes decisions regarding facilities, services, personnel <br />and other resources, a full Board discussion on the dual service model would provide a basis <br />for both staff review and analysis and for Board actions in the short and long term. Some Board <br />members have at various intervals expressed general thoughts on the dual service model. <br />However, a discussion by the full Board would help confirm a direction for County government <br />and provide a basis for future staff efforts and Board decisions. <br />Staff requests guidance from the Board on the dual service model, the County services to be <br />provided under the model (i.e. does the model expand beyond the current human services <br />focus), and any other direction or feedback the Board can provide. <br />FINANCIAL IMPACT: There is no financial impact associated with discussion of the dual <br />service model. There will be future financial impacts related to facilities, services, and <br />personnel based on the direction provided by the Board. <br />RECOMMENDATION(S): The Manager recommends that the Board discuss and provide <br />guidance on the dual service model as it relates to future County facility needs, the County <br />services to be provided under the model, and any other direction or feedback. <br />
