These <br />centers would consist of municipal waste and bulky waste item disposal in <br />compactors and basic can/bottle/paper recycling and potentially toxicity reduction <br />services of waste oil/filters, batteries and other low cost services. The <br />Neighborhood Centers' basic function is to provide essential localized waste and <br />recycling services, but they are strategically located in reasonable proximity to <br />District Centers for residents with broader waste service needs or less flexibility <br />with regard to the limited Neighborhood Center hours of operation. <br />The Neighborhood/District SWCC scenario provides a reasonable balance of <br />cost, recycling and waste reduction opportunity, geographic access, efficiency, <br />safety, availability and convenience.
