Fikes, 245-2490 <br />PURPOSE: To receive comments from the public regarding the housing and non-housing <br />needs to be included in the 2010-2014 Consolidated Housing Plan for Housing and Community <br />Development Programs in Orange County and proposed uses of 2010-2011 HOME funds. <br />BACKGROUND: The Consolidated Plan for Housing and Community Development Programs <br />in Orange County is a five-year document required by the U.S. Department of Housing and <br />Urban Development (HUD) for all communities receiving HOME funds and Community <br />Development Block Grant (CDBG) entitlement funds (Chapel Hill). The Plan details housing <br />needs of very low income, low income and moderate-income families and special population <br />groups in addition to outlining the strategies and plans for addressing those needs. <br />Additionally, the Consolidated Housing Plan can serve as the foundation for the development of <br />along-range, strategic affordable housing plan for Orange County. The last Plan was <br />completed in May 2005 for the years 2005 - 2009, thus a new plan is needed for the upcoming <br />five-year period (2010 - 2014). The plan must be submitted to HUD by May 14, 2010. <br />Prior to submission of a new five year plan, a public hearing is must be held that provides an <br />opportunity for citizens, public agencies and other interested parties to provide input into the <br />Consolidated Housing Plan. Particularly, input is desired regarding the housing needs in the <br />community and suggestions for addressing the identified needs. <br />In addition, the public is asked to comment on proposed uses of approximately $733,100 in <br />2010-2011 HOME funds. Eligible HOME Program activities include: acquisition; new <br />construction; housing rehabilitation; and rental assistance. An application form has been <br />designed for agencies interested in accessing HOME funds for local housing projects. A copy <br />of the application is attached to this abstract for information. The deadline for completing this <br />application form is March 1, 2010. The HOME Program Review Committee will then review the <br />applications received and make recommendations regarding funding for consideration by the <br />local elected officials in late April 2010. <br />In order to inform the general public of this opportunity and encourage participation, notices <br />have been placed in the Chapel Hill Herald and sent to local non-profit agencies. <br />FINANCIAL IMPACT: None. <br />RECOMMENDATION (S): The Manager recommends that the Board receive comments from <br />the public as additional information. <br />
