Gwinnett -Norcross Partnership for Children and Youth <br />Note: HUD ceased the Best Practices Program under the Bush Administration in 2001. <br />WFN, Inc. understands that the preparation of the Consolidated Plan is designed to be a collaborative <br />process, whereby a community establishes a unified vision for affordable housing and community <br />development actions. The process of Consolidated Planning provides the Orange County HOME <br />Consortium with an opportunity to mold the various housing and community development programs <br />into effective, coordinated neighborhood and community development strategies. This planning process <br />provides the County with an opportunity to integrate its economic, physical, environmental, <br />community, and human development components into a comprehensive and coordinated effort in <br />order to facilitate the communications among families and community agencies so that they can work <br />together and thrive. WFN, Inc. will develop a strategic Comprehensive Plan that will establish <br />program goals, specific objectives, annual goals, and benchmarks for measuring progress. <br />Z. Specific Consolidated Plan Experience <br />Since 1982, WFN, Inc. has completed all planning and management activities for the CDBG <br />Programs in Clayton, Cobb and Gwinnett Counties and has completed 14 Consolidated Plans. In <br />2009, WFN, Inc. was awarded the contract to manage the City of Dalton, Georgia's CDBG Program, <br />as well as complete the Housing Needs Assessment for Cumberland County and the City of <br />Fayetteville, North Carolina and the Analysis of Impediments to Fair Housing Choice for Wake <br />County, North Carolina. <br />Client-Jurisdiction Experience <br />The following is a summary of Three-Five Year Consolidated Plan WFN, Inc. Scope of Services [Methodology] <br />WFN, Inc. has established operational controls for the planning and preparation of the Five-Year <br />Consolidated Plan, to include a 1St-Year Action Plan and Analysis of Impediments to Fair Housing <br />Choice, and will utilize this approach for the Orange County HOME Consortium and Chapel Hill. As <br />such, WFN, Inc. relies upon experienced and well-trained personnel. Operating controls are <br />established by WFN, Inc., in accordance with the various legislation, regulations, guidance, <br />
