• Thorough understanding of procedures as outlined in this request for proposals. <br />• Reasonableness of projected expenses and allocated time. <br />• Financial capability to carry out the work program. <br />Based on this evaluation criterion, the HOME Program Council recommends contracting with <br />W. Frank Newton, Inc. at a cost not to exceed $35,000. The consultant agrees fo complete <br />the Consolidated Plan process by the HUD deadline of May 14, 2010. <br />The scope of work is more fully described in the attached proposal summary. <br />FINANCIAL IMPACT: The total cost for this contact, $35,000, will be funded through existing <br />HOME Program administrative funds and does. not decrease the amount of HOME funds <br />available for direct housing development/services. <br />RECOMMENDATION(S): The Manager recommends that the Board award a contract for <br />consulting services to W. Frank Newton, Inc. for the development of a Consolidated Housing <br />Plan for Orange County and authorize the Chair to sign the associated contact document <br />contingent upon final review and approval of the County Attorney. <br />
