The Board considered accepting the American Tower, Inc. response/contract to the <br /> County broadband services RFP. <br /> Craig Benedict said that there was only one bid for this. American Tower is offering <br /> free services to work with the County to submit some grants in February for broadband in rural <br /> areas. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br /> to approve accepting the American Tower, Inc. response for free consulting resources for <br /> ARRA grant/loan applications, direct staff to begin negotiations with American Tower, Inc. to <br /> prepare a memorandum of understanding regarding the completion of a grant or loan <br /> application to fund new broadband service within the rural underserved and unserved portions <br /> of the County, and analyze other areas of the County for inclusion into Master <br /> Telecommunications Plan and bring forward in February 2010. <br /> VOTE: UNANIMOUS <br /> Restructuring of the Planning and Inspections Department <br /> The Board considered acknowledging the restructuring of the Planning and Inspections <br /> Department. <br /> Craig Benedict said that this item is being brought forward in response to some of the <br /> retirements that have occurred in the department. There have been about 3-4 people that <br /> have left for other jobs. Based on these vacancies, the Planning Department can streamline <br /> things and have a Unified Development Department. The action tonight is to acknowledge the <br /> restructure. The formal action is to take a Planner I position and reclassify it to a Planning <br /> Technician and to re-title the Assistant County Engineer to Staff Engineer. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Hemminger <br /> to acknowledge the proposed changes to the structure of the Planning and Inspections <br /> Department and approve: <br /> - The new Planning Technical Classification — Grade 14; and <br /> - The title change of Assistant County Engineer to Staff Engineer <br /> VOTE: UNANIMOUS <br /> 7. Chapel Hill Parks & Recreation Commission — New Appointment <br /> The Board considered making a new appointment to the Chapel Hill Parks & <br /> Recreation Commission. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to <br /> appoint Timothy Peppers to a term expiring June 30, 2011. <br /> VOTE: UNANIMOUS <br /> b. Joint Orange Chatham Community Action (JOCCA) — New Appointment <br /> The Board was to consider making one appointment to Joint Orange Chatham <br /> Community Action. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> to defer this appointment until the Board has had discussions about boards and commissions. <br />
