A motion was made by Commissioner Jacobs, seconded by Commissioner Gordon to <br /> approve the version of the Interlocal Agreement adopted by the Town of Hillsborough and <br /> authorize the Chair to sign, with a request to add this item to the Joint BOCC and Town of <br /> Hillsborough meeting agenda in February 2010 and discuss how to handle representation. <br /> VOTE: UNANIMOUS <br /> i. Justice Center Facility Project Change Order and Revised Capital Project <br /> Ordinances <br /> The Board considered approving 1) a change order for the Justice Center Facility <br /> capital project in order to comply with life safety code issues, and 2) capital project ordinances <br /> for the Justice Center Facility and Emergency Services Relocation at Meadowlands projects, <br /> and authorizing the Manager to sign. <br /> Commissioner Yuhasz said that this is an item where the work is not being shown <br /> because they are transferring funds from one capital project to another without showing the <br /> how and why. He said that it seems a more transparent transfer would be to transfer from one <br /> capital project to an undesignated capital project's fund and then transfer that out again. He <br /> said that it is difficult to follow the budget process and any shortcuts do not add to the <br /> transparency of the process. He asked about the $133,009 that is being transferred to the <br /> Justice Facility that comes out of the Emergency Services Relocation Capital Fund. He asked <br /> about the status of this project. <br /> Pam Jones said that there is more fund balance in the EMS Relocation than what is <br /> being taken. Also, the project is just closing during FY 2010, so the balances have not been <br /> seen. She said that they are taking a shortcut here because they know that the work is <br /> finished with the relocation project for EMS. <br /> Commissioner Yuhasz asked that from now on that the work be shown on transfers like <br /> this. <br /> Commissioner Gordon said that it is hard to track this and the Commissioners get hit <br /> with these cost overruns and under-runs, and the County Commissioners do not know about <br /> the under-runs most of the time. The overruns are huge amounts of money. <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Jacobs to <br /> approve a change order in the amount of $294,009 to the Justice Center Facility Project <br /> needed to comply with life safety code issues; approve the attached Justice Center Facility <br /> and Emergency Services Relocation at Meadowlands Capital Project Ordinances; and <br /> authorize the Manager to sign the change order. <br /> Commissioner Jacobs said that the County holds the school systems to a standard for <br /> capital project ordinances and he thinks that County projects should be held to the same <br /> standard. <br /> Frank Clifton said that it would have been helpful to provide a project summary of <br /> expenses, encumbrances, and balances. He said that the County can work toward this. He <br /> said that there are so many projects going on now and there may be more things that are <br /> found.
