2 <br /> Services Board to compete within the Smart Start grant allocation process for local <br /> administration of all funds. <br /> FINANCIAL IMPACT: The proposal estimates an investment of County funds in the amount of <br /> $10,800,000 over the first five years and an annual commitment of $4,450,000 in County funds <br /> thereafter. The funding source would be all new County (General Fund) dollars. <br /> RECOMMENDATION(S): The Manager recommends the Board <br /> 1) Receive the Staff Review of the Child Care Coalition Proposal <br /> 2) Decline creation of an Early Learning Task Force to study the Proposal further in <br /> recognition of competing priorities and current budget constraints <br /> 3) Affirm support for reducing duplication of administrative functions and expense for child <br /> care subsidy oversight in Orange County for Smart Start funded services to eligible <br /> families <br /> 4) Request school systems input into the issue seeking optimal approaches that broaden the <br /> use of existing resources and programs <br /> 5) Provide additional feedback and guidance as may be desired <br />
