<br />1) Bonds will be issued for the purpose of renovating and/or
<br />expand~ir:g the County's facilities for health ca'.'e, genoral
<br />gaaernl~!ent, and schools. In addition, the County will issu^
<br />bonds for the puI'pose of purc`rasing voting machine equipment.
<br />2) Capital needs of rite County have been idzntified in the County's
<br />five--year capital 11?lpr"OJETIGntS program as appr'•oved by the Eoard
<br />on June 3D, 1979. Purposes for which bonds will be -issued
<br />are cansi.,t.ent tritli 'i:his plan.
<br />3) The art;,ul;t of 'tiT2 bonds proposed arr! based on curt'en'i: estimates
<br />by architects, engineers and vendors and are adequate and not'
<br />excessive '`or the proposed pur^poses.
<br />4) Debt utanage;:~ent policies of Orange County have hcen carried out
<br />in strict compliance vrith the law and will henceforth be so carried
<br />out. The County is not, nor has ever' been, in cie;ault.
<br />5) Eudgetary grid fiscal r;:anagement policies have: bean carried out
<br />in strict compliance ~~riih tPle Local Govcr,Tn;ent Eirdget & I~isr.al
<br />Control Act and trill continue to be so carried out.
<br />6) The incr•aase in pro7er'ty tax will not be excessive, but will
<br />result in a tax increase of approximately 4 cents par hundred
<br />dollars of property valuation in the peak year of deaf service
<br />based on the estimated increase in valuation. [3asecl on current
<br />valuation, this increase arould result in an approxinta'l:e increase
<br />of 8 cents pFr hunched dollars of property valuation during rile
<br />peak year.
