At the BOCC meeting on October <br />19, 2009, the County Manager's Office and Planning provided an overview of utility planning in <br />the area. Many of these various projects are inter-related so a complete summary list is <br />included as Attachment 3. However, the focus of this agenda item and discussion will be linked <br />to the Buckhorn EDD Phase 2 noted in Attachment 2. <br />Buckhorn EDD -Mebane Coordination <br />This information relates to the continued utility planning with the City of Mebane consistent with <br />the March 1, 2004 Orange County/City of Mebane Utility Service Area Agreement. Specifically, <br />the agreement includes the City of Mebane's agreement for utility extension by private/public <br />entities into an approximate 1,000-acre EDD area. However, there were not specific allocations <br />reserved for that area that would help Orange County obtain certified business site status. by the <br />State. Therein, staff proposes to work with the City of Mebane to augment the agreement. <br />Utility design planning has been completed to illustrate how an orderly and multi-phase plan of <br />development could occur and how an anchor development such as Buckhorn Village could <br />complement the utility master plan for the larger Buckhorn EDD and Office, Commercial/Light <br />Industrial Nodes. <br />To this end, Orange County, City of Mebane, Buckhorn Road Associates and its engineering <br />consultants (Summit Engineers) embarked on a conceptual investigation to find out: <br />a. what needs to be done, <br />b. in what sequence <br />c. for what design costs, and <br />d. eventual construction cost. <br />See Attachments 2, 3, 4, and 5 which show these preliminary designs. <br />The above information has been refined, and therefore this topic has come back to the BOCC <br />for discussion. Tonight's item will explain aspects a - d, but is focused on contracting for utility <br />engineering design for Phase 2 only. Staff is suggesting that Orange County expend monies to <br />complete the design work. The engineering design work will be in accordance with City of <br />Mebane utility standards and approved by the city. Although this item does not include funding <br />for construction, when construction of these pre-approved designs are complete (pursuant to a <br />later BOCC decision), the City of Mebane would take ownership and maintenance of these <br />facilities. <br />Later Interlocal Agreement <br />At a later date, an agreement for construction is suggested that would be apublic-private sector <br />agreement between City of Mebane, Orange County and Buckhorn Road Associates (Buckhorn <br />Village PUD applicant). The purpose of the agreement would be to fund future engineering <br />design and construction costs for water and sewer `backbone' infrastructure in the Buckhorn- <br />Mebane EDD. `Backbone' systems refer to the major offsite pipe trunk lines that generally <br />extend sewer system collection points or loop a water system back to the utility plant or other <br />high capacity public infrastructure service point. These types of agreements would analyze and <br />set forth the prorated share contributions. Specific onsite site plan infrastructure would still <br />need to be installed concurrent with individual development proposals by the developer. <br />The Buckhorn EDD Phase 2 (southeast quadrant of Buckhorn Road and I-85/40) includes over <br />400 acres of primarily undeveloped lands. Orange County has made an investment of over $2 <br />million dollars already in the area to serve Gravelly Hill Middle School and the Eurosport Soccer <br />
