Moore, Staff Attorney, <br />245-2317 <br />PURPOSE: To consider approving amendments to the EMS Franchise Ordinance entitled, "An <br />Ordinance Regulating Ambulance and Emergency Medical, First Responder and Rescue <br />Services and Granting of Franchise and Contracts to the Operators In the County of Orange." <br />BACKGROUND: On April 20, 1993, in accordance with G.S. 153A-250, the Board held a <br />public hearing to consider replacing "An Ordinance Regulating the Operation of Ambulance <br />Services and the Administration of Emergency Medical Assistance in Orange County, North <br />Carolina" (EMS Franchise Ordinance), which had been effective since May 1, 1981, with an <br />updated EMS franchise ordinance governing ambulances and other services. As provided by <br />the statute, the Board found the franchising of ambulance services "was necessary to do so to <br />assure the provision of adequate and continuing ambulance service." The then existing EMS <br />franchise ordinance was replaced with the current ordinance entitled, "An Ordinance Regulating <br />Ambulance and Emergency Medical, First Responder and Rescue Services and Granting of <br />Franchise and Contracts to the Operators In the County of Orange" on April 20, 1993. Since <br />1993, the EMS Franchise Ordinance has not been updated. In the intervening years, there <br />have been changes in terminology as well as changes in both the statute and regulations <br />governing these services. <br />These amendments will update and add terminology to the EMS Franchise Ordinance to make <br />it consistent with the existing authority granted to the County by state law and regulations <br />including, but not limited to, the following: <br />
