Technical Amendments <br />During the fall of 2009, the Board of County Commissioners approved several grant and capital <br />projects that did not include a project ordinance at the time of review. The following projects, <br />with approval dates listed, will have an ordinance established within the capital or multi-year <br />grant project fund: <br />4. Homelessness Prevention and Rapid Re-Housing Program (HPRP) Grant: On <br />October 6, 2009, the Board approved the Department of Social Services' receipt of $1 <br />million, under the FY 2009 Recovery Act, to provide Orange County citizens with <br />homelessness prevention assistance and rapid re-housing services through the fall of <br />2012. The department will spend approximately $900,000 on direct services and <br />$100,000 on program administration (personnel) during the grant period. This <br />amendment establishes a project ordinance and budget within the grant project fund and <br />approves a transfer of $24,917 to the General Fund for FY 2009-10 personnel costs. <br />(See Attachment 4, FY 2009 Recovery Act HPRP Grant Project Ordinance.) <br />5. Seven Mile Creek Preserve Capital Project: On October 20, 2009, the Board approved <br />the purchase of the 13-acre Historic Moorefield as an addition to the planned Seven Mile <br />Creek Preserve. The land and closing costs total $151,000 (estimate), which would <br />require a transfer from the County's 2001 Parks and Open Space bond (Lands Legacy <br />project). This amendment establishes the project ordinance and budget within the capital <br />project fund, with a $151,000 transfer from the Lands Legacy project. (See Attachment 5, <br />Seven Mile Creek Preserve Capital Project Ordinance and Attachment 6, Lands Legacy <br />Capital Project Ordinance.) <br />6. NC Association of County Commissioners (NCACC) Wellness Grant: On October <br />20, 2009, the board approved a grant application request for an employee wellness <br />grant, from the Human Resources and Health departments. The departments have since <br />received an award notification of $7,500 for use during the 2010 calendar year. The <br />project budget and ordinance were authorized in the grant request and created upon <br />award notification. (See Attachment 7, NCACC Employee Wellness Grant Project <br />Ordinance.) <br />Cooperative Extension <br />7. Orange County Cooperative Extension has received a $3,000 grant from the Strowd Roses <br />Foundation toward the costs of an after-school skills development program at Morris Grove <br />Elementary School. The program provides hands-on activities to elementary students in <br />after-school programs such as gardening and agriculture, cooking and culinary, carpentry <br />and shop, sewing and crafts, nature study and outdoor skills, sustainability technologies, <br />civics, and cultural arts. Programming will be provided two days per week through a <br />volunteer program developed by Cooperative Extension. This budget amendment provides <br />for the receipt of these grant funds. (See Attachment 1, Column 5) <br />Health Department <br />8. The Health Department has received notification of the receipt of funds totaling $3,214 from <br />the North Carolina Department of Health and Human Services, North Carolina Tobacco <br />Prevention and Control Branch. In May 2009, the NC General Assembly passed House Bill <br />2 that bans use of tobacco products in restaurants and bars beginning January 2, 2010. <br />The department plans to use these funds to purchase media ads, construct web page <br />
