541.. <br />MINUTES <br />ORANGE COUNTY BOARp OF COMMISSIDNERS <br />JUNE 20, 1979 <br /> <br />_.. <br />The Orange County Board of Commissioners met in special session on <br />Wednesday, June 20, 1979, in the Commissioners Room, of the Orange County <br />Courthouse, in Hillsborough, North Carolina. <br />Commissioners present: Commissioner Richa~~d Whitted, Chairman, <br />and Commissioners Anroe Barnes, Norman Gustaveson and Don Willhoit. <br />Commissioner Walker was absent. <br />The purpose of the meeting was to decide the size and support of <br />a bond issue to fund capital improvements for Orange County, Orange <br />County Schools and Chapel Hill-Carrboro Schools. <br />For copies of resolutions passed 6y each school board, see page 543 of <br />this book. <br />Both school boards then went into special session to further discuss <br />the bond issue. <br />It was the consensus of the Board of Commissioners that the <br />funds requested in the Orange County Library's "B" budget far books at <br />its new facility be included in the capital improvements plan. <br />Other capital improvements discussed were lighting tennis courts, reserving <br />money for land acquisition, the Senior Citizens Center and an additional <br />1,000 square feet to the Norths-.,:e building. <br />Thereafter, Dr. Robert Hanes read the following resolution: <br />The Chapel Hill-Carrboro Board of Education confirmed its support of a <br />bond issue to fully cover the major building expenses of the three agencies - <br />510 million for Orange County Board, $7 million for Chapel Hill-Carrboro and <br />$4 million for county government generally, with the provision that if <br />total current expense requests cannot be met through an increase in the <br />per pupil expenditure that district tax be increased as much as necessary <br />to deal with that provision. <br />Dr. Simmons said that Orange County School Board reaffirmed its <br />resolution as to the portion of funds designated for Orange County Schools <br />and, although opposed in principal, supports a modr.~t increase in the special <br />supplemental tax for Chapel Hill-Carrboro Schools provided that it is not <br />used to hold the Orange County per pupil allocation at a levei that would <br />make it difficult for Orange County Schools to function. <br />
