Holmes <br />Page 3 <br />June 14, 1979 <br />It appears that the current allocation formula for NC UPI funds <br />S~enalizes the counties that have been willing to appropriate the local <br />funds to provide for ,adequate educational opportunities and reward <br />those counties that have not. We do not feel that it is unreasonable <br />to expect .a fair allotment of funds for our school systems.
