Schools Adequate Public Facilities Ordinance (SAPFO) Effects on Chapel <br /> Hill-Carrboro Elementary #11 <br /> The Board considered an explanation of the relationship between SAPFO and the <br /> timing of Chapel Hill-Carrboro Elementary#11. <br /> Planning Director Craig Benedict made this Power Point presentation. <br /> SAPFO and CHCCS Elementary School #11 <br /> •Need for E.S. #11 in 2010-11 <br /> Projected over-capacity situation would be 26 students <br /> •Projections are based on an average of 5 models and use historical data <br /> Mathematical model projects growth or decline <br /> •Large fluctuations in membership can greatly affect projections <br /> 2009-10 20th day numbers <br /> (not the official Nov. 15 membership) <br /> Show actual enrollment in CHCCS Elementary schools is 181 students less than what was <br /> projected in the 2009 SAPFOTAC Report. <br /> •A membership difference this large on November 15, 2009 would be the difference between <br /> a projected LOS of 103.1% (as was expected in the 2009 Report) <br /> and an actual LOS of 100.4%. <br /> Could change the projected need for E.S. #11 to at least 2011-12. <br /> Previous Class Size Changes <br /> •As of '08-09, SAPFOTAC Report projections use DPI mandated class sizes to determine <br /> capacity. <br />
