4~c~ <br />rt <br />fi <br />;~ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />MAY 22, 1979 <br />The Orange County Board of Commissioners met in special session <br />on Tuesday, May 22, 1979, at 4:00 p.m., in the Board Room, of the <br />Municipal Building, in Chapel Hill, North Carolina. <br />Commissioners present: Commissioner. Richard Whitted, Chairman, <br />and Commissioners Anne Barnes, Don Willhoit and Norman Gustaveson. <br />Commissioner Walker was absent. <br />The purpose of the meeting was to discuss joint planning goals and <br />objectives with members of the Chapel Hill Board of Aldermen. <br />Chapel Hill Aldermen present: Mayor James C. Wallace, and <br />Aldermen Jonathan Howes, Bev Kawalec, Gerry Cohen, Marilyn Boulton, <br />R. D. Smith, Ed Vickery and Bill Thorpe. <br />Chairman Whitted called the meeting to order and briefly discussed <br />the subject matter of the last joint meeting between the Chapel Hill Aldermen <br />and County Commissioners. Chairman Whitted suggested opening the floor <br />to discussion about goals and objectives of joint planning so that a committee <br />consisting of Aldermen, County Commissioners, Planning Boards and Planning <br />Staffs could finalize a statement of goals and objectives for both <br />board's approval,set procedure for joint planning and delineate the <br />specific area. <br />Orange County Planning Director submitted to both boards a copy of <br />draft memorandum suggesting goals and objectives for d acussion. <br />Alderman Hawes suggested both boards serve as a joint committee of <br />the whole which would meet on a monthly basis. Mayor Wallace said he <br />preferred both boards, rather than a smaller committee, doing the preliminary <br />°+~ork and suggested alternating joint afternoon `meetings (4:00 - 6:00 p.m.) <br />between Chapel Hill and Hillsborough. He suggested these meetings be <br />advertised to the public. • <br />It was the consensus of the boards to accept the five broad goals <br />listed in the memorandum of May 21, 1979.
