~w~~ <br />Agenda Item 9: CETA Positions <br />Commissioner Barnes moved, seconded by Commissioner Willhoit, the <br />Board accept the CETA Director's recommendation concerning PSE requests. <br />Vote: ayes, 5; noes, O. <br />For copy of this proposal, see page 423 of this book. <br />Commissioner Willhoit suggested authorizing a position such as a <br />typist/receptionist in the Planning Department. Commissioner Whitted <br />requested the jobs be developed, then a recommendation brought to the <br />Board. <br />Agenda Item 10: Shaeffer House Pro ram <br />Mr. Joe Bradshaw reviewed his memorandum and the recommendations of <br />the Youth Services Needs Task Force concerning Shaeffer House. For <br />copy of these documents, see page 424 of this book. Mr. Bradshaw <br />introduced Mr. Hank Hollingsworth, member of the Youth Services Needs <br />Task Force, and Mr. Jim Spencer, Director of Shaeffer House, who were <br />present in the audience. <br />Commissioner Willhoit moved, seconded by Commissioner Barnes, the Board <br />indicate it will operate the Shaeffer House Program, provide the locai match <br />of $13,870 and authorize the Chairman to execute the program agreement. <br />Vote: ayes, 5; noes, 0. <br />Agenda ltem 11: .Fees at Orange Regional Landfill <br />Commissioner Walker moved, seconded by Commissioner Gustaveson, the <br />Board approve the Manager's recommendation to enact a resolution endorsing <br />reduction of fees at the Orange Regional Landfill from $3.00 a ton to $2.50 <br />a ton for materials classified as "refuse". <br />Commissioner Willhoit said he was opposed to the motion and proposed <br />exploring reduced rates or rebates for municipalities and exploring <br />the management arrangement. <br />Commissioner Gustaveson requested an updated statement on use and <br />projected life span be provided. <br />Mr. B_. B. Olive suggested the Board request a statement on the <br />monitoring system. <br />Commissioner Walker withdrew his motion and Commissioner Gustaveson <br />withdrew his second. <br />I <br />
